Two building systems occupy the same tower simultaneously — a dark curtain wall of glass and timber cladding anchors the lower floors, while raw concrete balconies step upward, floor by floor, still open to the sky. The crane at the corner marks where the structure ends today. In The Hague's expanding urban skyline, this is what a high-rise looks like mid-thought: the finished facade and the unfinished frame held in one frame, each making the other legible.
